本ガイドライン群は, Digital Identity サービスを実装する連邦機関に対する技術的要件を提供するものであり, それ以外の条件下での標準仕様の開発・利用に対する制約を意図したものではない. 本ガイドラインは, Digital Authentication に利用する Identity の Enrollment および Verification にフォーカスしている. その中心となるのは Identity Proofing と呼ばれるプロセスであり, このプロセスでは Applicant が確実に Applicant を識別できるであろう Credential Service Provider (CSP) に Evidence を提出し, その結果 CSP が有用な Identity Assurancee Level で識別結果を主張できるようになる. 本ドキュメントは3つの Identity Assurance Level 毎に技術要件を定義する. 本ドキュメントの発行をもって, 本ドキュメントは既存の NIST Special Publication 800-63A を置き換えるものとする.
